Subject: Demand Accountability for U.S. Government Employees
SIGN THE PETITION
Why this petition matters
Our lives were destroyed for opposing systemic racism at the U.S. Department of Labor (USDOL). As victims of injustice, we are calling on all concerned citizens to join us in demanding accountability from U.S. government employees who abuse their power and perpetuate discrimination.
We witnessed firsthand the devastating consequences of unchecked corruption within the U.S Department of Labor, where racial biases against black federal technology workers were allowed to flourish unchallenged. This personal experience has driven us to take action and seek justice not only for ourselves but also for countless victims who have suffered similar injustices.
It is crucial that we hold our government employees accountable for their actions, as they are entrusted with upholding justice, fairness, and equality on behalf of all Americans. Unfortunately, this trust has been shattered time and time again by instances of misconduct, discrimination, and abuse within various government agencies.
To support our cause effectively, it is essential that we present accurate facts and statistics that shed light on this issue:
1. According to a study conducted by the Project On Government Oversight (POGO), there were over 3,000 reported cases of misconduct by federal employees in 2020 alone.
Source: POGO’s “Federal Employee Misconduct: Data Analysis” report
2. The Office of Special Counsel (OSC) received approximately 6,000 whistleblower disclosures in fiscal year 2020.
Source: OSC’s Annual Report
3. A survey conducted by the Merit Systems Protection Board (MSPB) revealed that nearly one-third of federal employees reported witnessing or experiencing workplace discrimination.
Source: Merit Systems Protection Board’s “Federal Employee Viewpoint Survey”
These alarming figures highlight the urgent need for increased accountability measures within our government institutions.
By signing this petition today, you are joining us in demanding immediate action from Congress and other relevant authorities to ensure transparency and accountability among U.S. government employees. We call for the following measures to be implemented:
I. REFORM CONGRESS
A) Limit the number of terms that a Member of Congress may serve.
B) Ban all former members of Congress from becoming lobbyists.
II. PUNISH CORRUPT BUREAUCRATS
A) Mandatory prison sentences for members of the Council of the Inspectors General on Integrity and Efficiency that conceal lawlessness by its members.
B) Mandatory prison sentences for all government officials that illegally withhold information from the public or alter official records prior to release under the Freedom of Information Act.
III. PROTECT WHISTLEBLOWERS
A) Protect whistleblowers who report fraud, waste and abuse by enacting legislation that guarantees reimbursement of all legal expenses for anyone who makes a protected whistleblower complaint in accordance with the law.
B) Punish whistleblower retaliation by enacting legislation that makes retaliation a crime and imposes mandatory prison sentences for anyone in government convicted of whistleblower retaliation.
Together, we can create real change by holding our government employees accountable for their actions. Let us stand united against corruption, discrimination, and abuse within our government institutions.
Join us in signing this petition today to demand justice.

THIS FOIA REQUEST CONTAINS
“TWO DOCUMENT REQUESTS”
this email contains evidence of high crimes and misdemeanors by senior U.S. government employees that are being covered up by the entire Executive Branch
References:
- a) Exhibit A: August 9, 2023 – Closure of Integrity Committee Case 23-090
- b) Senator Rubio Case #1946616
The purpose of this Freedom of Information Act request is to promote the efficiency of the government and preserve important records that contain undisputed evidence of egregious crimes committed by Amtrak Inspector General Kevin H. Winters and a multi-year conspiracy by the Amtrak CEO Stephen Gardner and the Council of the Inspectors General on Integrity and Efficiency to conceal Systemic Racism against black federal technology workers and thousands of other violations of the law by federal executives across the government.
“Systemic Racism” is present when the people in an organization at every level turn a blind eye to racism when it is presented to them.
Everyone reading this FOIA request that currently works for the U.S. government and turned a blind eye to racism and retaliation by Kevin H. Winters and others will finally be held accountable by the American people using AI. During the next year, all these documents will be shared with everyone they know by all means available, and media interviews will be requested from family members, friends, neighbors, co-workers and every organization and school that they ever attended in order to build impeachment cases against all of them to guarantee their firing, resignation or involuntary removal from government by Congress. It will be glorious.

Subject: MEDIA NOTICE for Amtrak CEO
Dear Mr. Gardner,
Our company is crowdsourcing a case study on social media next year currently titled, “Kevin H. Winters | Inspector General Amtrak | Chair of the Integrity Committee CIGIE.” The case study will be featured in our textbook, “Petition to the Government for a Redress of Grievances: The Edwards Dossier” Case Studies on Federal Government Corruption, Malfeasance and Reform (Second Edition) to be published on Labor Day 2024.
We wanted to let you know that the Amtrak case study is published online now for the 2024-25 school year. To follow the cases, please visit the Capitol Hellway website, and select News from the Menu.
Mr. Winters is being featured in our textbook, possibly on the cover, because he covered up retaliation against the man who opposed systemic racism against eight black federal technology workers. Mr. Winters turned a blind eye to racism and whistleblower retaliation when it was presented to him. He is therefore unfit to be an Inspector General.
As the thirteenth executive to lead America’s Railroad, would you like to comment on the allegations that your Inspector General is a racist whistleblower retaliator?
If so, please reply to this email with your comment, or you can leave a comment anonymously on the crowdsourced edition of the online case study anytime.
Thank you,

Dear CIGIE Integrity Committee Chairperson Kevin H. Winters,
As you know, our company is investigating retaliation by rogue federal employees in the Council of the Inspectors General on Integrity and Efficiency that violated their oath of office and are acting as treasonous soldiers in an organized insurrection against the nation. You also know that we are investigating you and your IG colleagues with AI for turning a blind eye to thousands of crimes by government employees. Finally, you know that the victim references we provided you and your colleagues contain carefully documented evidence that proves beyond a reasonable doubt that you and the CIGIE Integrity Committee are operating a covert corrupt Inspector General led EEO-FOIA protection racket and criminal enterprise that weaponizes the entire federal government against law-abiding citizens, contractors and government employee whistleblowers that make non-frivolous complaints about three specific ‘classes’ of government crime:
1. Abuse of Title VII Rights by Government Employees
2. Violation of 18 U.S. Code § 2071 by Government Employees
3. Violation of First Amendment by Government Employees
The purpose of this email is to gauge your interest in participating in media interviews or events, on or off the record, in the state of Florida during 2024, so that you can explain why you and your colleagues support “Systemic Racism” at the U.S. Department of Labor against eight black American federal employees and the willful and unlawful concealment of records by the National Archives and Records Administration. We seek to interview criminals and racists at every level of the government, including yourself, that participate regularly in Systemic Racism and other high crimes and misdemeanors to hold power by turning a blind eye to it when it is presented to them. We aim to help U.S. citizens understand the severe character flaws, political affiliations, and identities of all the individuals employed by the U.S. government today that turned a blind eye to racism against black Americans and whistleblower retaliation when it was presented to them in writing, many times, over many years.
For the Stadium Audience,
Please Read or Request a copy
of all the victim references
and consider:
Did John Stuart Edwards make a disclosure based on a reasonable belief that wrongdoing has occurred? Yes
Was Edwards discharged, or otherwise discriminated against? Yes
Did the responsible management officials have knowledge, actual or constructive, of Edwards’ protected disclosures? Yes
Would the same actions have been taken against Edwards absent the protected disclosure? No
Americans are waking up to the fact that the entire Executive Branch is corrupt and everybody knows it. Congress must update the laws or impeach civil Officers of the Executive Branch including Inspectors General that break the law, or be replaced in an election. The Council of the Inspectors General on Integrity and Efficiency and the Merit Systems Protection Board have turned a blind eye to undisputed evidence of violations of 18 U.S. Code § 2071 spanning many years to cover up discrimination against eight black federal technology employees in the U.S. Department of Labor.
What is your excuse?
Interview Question: Please explain why you turned a blind eye to whistleblower retaliation against John Stuart Edwards by senior executives at the U.S. Department of Labor Solicitor’s Office, CIO’s office, Inspector General, EEO, Civil Rights Center and the ETA. Do you fear retaliation if you blow the whistle on systemic race discrimination against black Americans in the U.S. Department of Labor?

Dear CIGIE Integrity Committee Chairperson Kevin H. Winters,
Thank you for your response.
Q. What are the names of the other members of your Council that supported it, or do you take sole responsibility as their leader for turning a blind eye to undisputed evidence of violations of 18 U.S. Code § 2071 spanning many years to cover up discrimination against eight black federal technology employees in the U.S. Department of Labor?
By the way, are you still having issues over there in the FOIA department? We heard that evidence of impeachable offenses is being concealed. Perhaps 18 U.S. Code § 2071 can remedy it. You should read the law. It’s working great for us at the National Archives and Records Administration. Perhaps you heard about the call for Impeachment of civil Officers Colleen Shogan & Alina Semo?

Dear NARA Inspector General Brett M. Baker:
The references provide easy to understand digital evidence for you that proves beyond a reasonable doubt that federal executives at NARA willfully and unlawfully concealed documents that prove systemic racism against eight black federal technology workers and retaliation against the man who opposed it. As you know, it is unlawful for any federal government employer to retaliate against any employee because the employee has “opposed” any practice made unlawful by Title VII. It is also unlawful for any Inspector General to sanction reprisals against any employee that reports any violation of any law. And it is a crime for government employees to willfully and unlawfully conceal documents requested by citizens under the Freedom of Information Act.
For each FOIA referenced, a forensic examination was completed by an artificial intelligence using the originator’s FOIA request documents, compared to internal government emails, documents & meeting notes to process the requests; compared to the final signed response or non-response. AI detected a disturbing pattern in the whistleblower supplied data. Violations of 18 U.S. Code § 2071 by government employees working with NARA officials is widespread and you have done nothing about it.
This Complaint has been submitted by the Capitol Hellway Media Company on behalf of Anonymous
Criminal allegations, such as these, that reference comprehensive and easy to understand digital evidence that proves beyond a reasonable doubt that federal executives willfully and unlawfully concealed documents that prove systemic racism against eight black federal technology workers and retaliation against the man who opposed it must be investigated by the Executive Branch, and when found guilty, the federal employees involved should be fined or sentenced to prison and forfeit their office and be disqualified from holding any office under the United States.
“Systemic Racism” is present when the people in an organization at every level turn a blind eye to racism when it is presented to them.
